Climate change is already creating conflicts over access to rivers and water in general.

 Click Here For Larger Image Climate change is also creating milions of refugees. Apparently 200 milion refugees will be created by the end of the century - due to the drought and desertification of their lands or due to the rising sea levels in the case of several islands to name but a few.

On Thursday 15th March, the Environmental Ministers of the G8 met in Germany to discuss the problems of climate change, greenhouse emissions being among the causes.

The 2007 meeting was hosted by the German Environmental Minister Sigmar Gabriel in preparation of the full G8 Summit in June. The 2007 Summit being presided over by German Chancellor Angela Merkel.

Landmark arms trade treaty resolution passed at UN
 
Today, the UN General Assembly voted resoundingly in favour of starting international discussions towards an arms trade treaty (ATT).

This landmark vote on a resolution, proposed by the UK and six other states (1), won support from 139 UN member states.

An ATT is a key to helping to prevent the thousands of deaths caused each week by conventional weapons. There are currently no international controls on the import and export of arms. An ATT based on states' existing responsibilities under international law would provide agreed global standards on arms transfers and help prevent weapons from falling into the wrong hands.

The resolution sets out a timetable for the UN to establish a group of governmental experts to consider the feasibility, scope and draft parameters of a legally-binding arms trade treaty and to report back to the General Assembly in 2008.

The UK Government, as one of the co-authors of the resolution, has worked with other governments to play an important role in getting the ATT this far. As a group of MPs stated only this week (2), the UK Government now needs to ensure the ATT retains this political momentum through the vital next stages.

"The passing of the UN resolution signifies a landmark in a long campaign for better international arms controls. This is only the first step on the long road towards an ATT. Those that have championed it – including the UK Government – now need to make sure the momentum is not lost" said Claire Hickson, Head of Advocacy and Communications, Saferworld.

We are  delighted to welcome aboard our Student member Elisa Dari to the Youth  Group and she has already participated in her first Youth Group Call in December. She is starting to create a Youth Group in Italy

Whilst we are planning behind the scenes for 2007 we would like to bring to your attention two important Conferences held at the end of 2006 to which we were invited:

1. INTERNATIONAL CONFERENCE ON EDUCATION  FOR PEACE AND DEMOCRACY,  Antalya, Turkey 19 -23 November 2006-

This was co.hosted by Israelis and Palistinians. The 'HINDU' published an article on the Conference which sums up very well the general content of the Conference:

EVEN as human chains were forming in Gaza to protect people from Israeli fire, an unusual sight was to be seen in the lobby of the five star Porto Bello hotel in the Turkish Mediterranean resort of Antalya. Some 200 Israelis and Palestinians arrived by a chartered flight for a four-day conference on peace education, in a bid to listen to each other's stories and to dialogue, discuss and ultimately find ways to end the senseless conflict that has been unleashed on all the inhabitants of that beautiful land for almost a century now.

About Ministry For Peace - Italy Print E-mail
To Celebrate the 21st September - UN Day of Ceasefire and Non Violence we are pleased to inform you of the public launch of our Group working towards creating a Ministry for Peace in Italy, thus joining the many other groups in Australia, Canada, Costa Rica, India, Japan, Nepal, Philippines, Solomon Islands, Uganda, UK, US. Ten other countries are also exploring the idea: Cameroon, Congo, Israel, Liberia, Netherlands, New Zealand, Palestine, Romania, Spain and Sri Lanka.

In 1999 All the countries at the UN agreed upon the Declaration and Programme of Action on a Culture of Peace. This called for everyone - governments, civil society, the media, parents, teachers, politicians, scientists, artists, NGO's the UN - to assume resonsability for taking action. But where are the results?

The goal of a Ministry for Peace is to reduce violence in all its forms and to convince people that the use of direct violence as a means to achieve ends is uncivilised and counter productive. Our program is educational and not party political. It is designed to foster a culture of peace and to embed non-violent methods and approaches into all our public insitutions, civil society, schools, the arts and sports.

A Ministry for Peace would be staffed by individuals skilled in helping others understand the efficacy of non-violent communication and in resolving conflicts non-violently. Its work would assist rather than replace that of other govenment departments.

We believe that the promotion of a Culture for Peace needs to start in the schools and ,while we acknowledge that there will always be conflicts in some form or another, what is important is how we deal with it. A Ministry for Peace Italy would assist the Ministry of Education to create programs in peacebuilding skills and how to transform conflicts in a peaceful way.

The initial aims of Ministry for Peace Italy are:
  • Strengthen our working group to include those interested.
  • Create a Peace Festival dedicated to 'Dialogue'.
  • Promote the teaching of peacebuilding skills in schools and society in general.
  • Promote the role of women in conflict revention and transformation (Art. 1325).
  • Continue to contribute actively to the Global Alliance and its aims.
  • Discuss the possibility of hosting a Summit of the Global Alliance in the future (next Summit 2007 Japan).
Internationally we are a member of the Global Alliance of Ministries for Peace/Departments of Peace working towards the creation of Ministries for Peace/Departments of Peace in all governments so that national Ministers may meet on a regular basis, especially during crises with a mandate for conflict prevention and an on going emphasis on reaching peace by peaceful means through studying the root causes of the conflict. The aims of the Global Alliance is to call upon governments of the world and civil societies everywhere to:
  • Develop necessary resources and infrastructures for resolving /transforming conflicts effectively by peaceful means.
  • Establish, train and develop civil peacebuilding services.
  • Incorporate conflict transformation and peacebuilding skills into school curicula from primary schools through University.
  • Actively engage youth, women, and communities to participate as equals in peacebuilding to ensure participation and representation of all.
  • Support and encourage coordinated efforts to gather lessons learned and best practice from eacebuilding experience around the world.
This worldwide camaign to establish Ministries for Peace/Departments of Peace in governments everywhere is gathering momentum. This is not surprising as there is a growing realisation that at the highest level of decision making the voice of the peacemakers must be heard, must be professionalised and institutionalised and given equal attention to every other concern.

In order to carry out our program we would welcome people to come forward to join our Working Group , we are currently in need of people with peacbuilding skills but all those who feel a strong desire to help take initiative forward are equally welcome. Everyone has something important to contribute.

We, the Judges assembled at the 7th International Conferences of Chief Justices of the World held at Lucknow, India, having considered the appeal by the 31.000 children of City Montessori School - on their own and on behalf of the world's children - for a safe and protected envirnment and a peaceful world governed by international law, hereby resolve and declare as follows: 
  • That peace education should be given proper importance in educational curricula throughout the world.

  • That a steady and consistent effort be undertaken in each jurisdiction to increase the level of awareness and information about international law in the legal training of lawyers and judges and in continuing judicial education to this end.

  • That each member of the judiciary here present undertakes to communicate this resolution to the judicial organizations to which he or she belongs, whether domestic, regional or international.

  • To take effective action whenever the occasion arises to protect and promote the best interests of children, giving full effect to all applicable principles of domestic and international law.

  • To disseminate this resolution as well as the objectives of the present conference.

Proposed Ministers Mandate Print E-mail

A Ministry for Peace for Italy To Implement a Culture Of Peace

Drawing inspiration from the Ministry for Peace initiatives in Australia, Canada, UK, Japan and US, the proposed Minister would hold PEACE as an organizing principle in our Society and we would identify the following objectives as being part of the Minister's mandate:

  1. Promote the role of Italy as a European and Global Peacemaker/Peacebuilder developing new approaches to conflict prevention and the transformation of conflicts by peaceful means, at home and abroad.

  2. Foster a Culture of Peace through education at all levels of school/University and society in general by introducing training programmes in creating DIALOGUE, conflict prevention, and conflict transformation skills.

  3. Promote RESPECT for all Human Rights by distributing the Universal Declaration of Human Rights at all levels of society - which includes access to clean water - and fully implementing international instruments on Human Rights.

  4. Ensure equality between men and women in social, economic and political decision making. Eliminate all forms of violence against women in crisis situations resulting from war and other forms of violence at home and in society.

  5. Ensure greater involvement of women (art.1325) in conflict prevention and transformation.

  6. Promote international peace through actions such as the promotion of HUMAN SECURITY, the promotion of disarmament and the strengthening of non military means of peacemaking.

  7. Promote dialogue among civilisations, actions in favour of vulnerable groups, immigrants, refugees, displaced persons, stateless people and traditional groups. Promoting respect for religious and cultural diversity.

  8. Target the eradication of poverty, focusing on the special needs of women and children, working towards environmental sustainability, fostering national and international co-operation to reduce economic and social inequalities.

  9. Facilitate the development of peace and reconciliation initiatives and encourage the development of peacebuilding programs in local communities.

  10.   Support for independent media in the promotion of a Culture of Peace, create measures to address the reporting of violence in the media, share knowledge and information through new technologies.

Given the recent escalation of conflict at home, in the media, in politics and across the world today, we are convinced that this is an idea whose time has come and we are committed to carrying this project forward together with our international colleagues everywhere.

Communiqué from the Second People’s Summit for Ministries and Departments of Peace Victoria, BC, Canada – June 19-22, 2006

The Global Alliance for Ministries and Departments of Peace gathered at Royal Roads University, Victoria, Canada, to advance the establishment of ministries and departments of peace in governments worldwide. Government and civil society delegates from Australia, Canada, Costa Rica, India, Italy, Japan, Liberia, Nepal, Netherlands, New Zealand, Palestine, Philippines, Romania, Solomon Islands, Spain, Uganda, United Kingdom, United States united to develop an effective global and national architecture for peace.

In plenary sessions and working groups, Summit participants established the foundations for local, national, regional, and international campaigns that will work towards conflict resolution and peace- building. "The role of governments in this initiative is crucial, in partnership with civil society," said Franklin Quijano from the Office of the Presidential Adviser on the Peace Process in the Philippines. Fred Fakari’i, undersecretary in the Department of Reconciliation, Unity, and Peace in the Solomon Islands, noted that "Together we have the capacity to build the architecture that will make peacebuilding effective."

First People's Summit For Departments Of Peace Print E-mail
Following an intensive two days of training and the two-day Summit attended by 40 participants from Austrlia, Canada, Holland, Israel, Italy, Japan, Jordan, Palestine , Spain, UK and US, we presented our launch Declaration at a packed public meeting in the Grand Committee Room of the Houses of Parliament on 19th October. ThIs was hosted by John McDonnell MP and chaired by Diana Basterfield, co-founder of the UK ministry for peace.

The meeting opened with video greetings from US Congressman Dennis Kucinich and Marianne Williamson. Dot Maver spoke on behalf of the US Peace Alliance. Canada's representative, Saul Arbess, shared the Canadian working group's perspective. Dot then answered angry questions from the audience about various aspects of U.S. policy by acknowledging the pain expressed. She offered hope by saying that many people in the United States and around the world share that pain and sense of urgency, and reframing the situation in relation to the need to create infrastructures for peace based on the peace building and conflict transformation efforts and resources already underway and available around the world.

Second Annual People’s Summit for Departments of Peace Print E-mail

Hosted by the Working Group for a Federal Department of Peace-Canada

Background: The second Summit is strategically situated to follow a similar meeting held in London, England, of national groups seeking Ministries for Peace / Departments of Peace (MfPs / DoPs), Oct. 18,19, 2005, and immediately precedes the World Peace Forum in Vancouver, June 23-28, 2006.

The Working Group has made progress towards achieving our goal in Canada and these three events will greatly accelerate the outcome of creating a Department of Peace in Canada. Working internationally with companion groups in the US, the UK, Australia, Japan, Italy and elsewhere increases the probability that one of these countries will create a Mfp / DoP with the others hopefully following suit.
